Measure the paper so that it fits around the tube. If the tube has a removable base, cut the paper so that it is a little longer than the base. The paper can therefore be tucked inside as the base is replaced and this will give a neat edge. Cut the paper to size as required, ensuring that you have enough paper for a small overlap when it is wrapped around the tube.
