Carefully remove the protective surface from the double sided tape. Pour the flocking powder over the sticky surface, pressing down well with your fingers. This will help to ensure that the flocked fibers are well attached to the surface of the tape. Tap off any unused flocking powder onto a piece of paper and return this to the jar.

This technique can be adapted in many ways. Try using decorative edge scissors to create a patterned edge to the border or use a punch to cut holes from the tape.
